MODEL OF REFORMING HIGHER EDUCATION OF UKRAINE AT BOUNDARY OF ХХ ХХІ CENTURIES

Abstract

In article model of reforming higher education
of Ukraine at boundary of ХХХХІ centuries is
considered. It is defined that model of realization
reforms in the higher education of Ukraine is
ministerial. The typical features and stages of
realization “ministerial” model reforming of the
higher school in Ukraine are considered. The
educational legislation of Ukraine concerning
maintenance standard powers of the Ministry of
Education and Science, Youth and Sports of
Ukraine in the field of the higher education
management is analyzed. The ministerial model
of reforming higher education in Ukraine provides
big concentration of powers in one public
institution. Such situation is a consequence of
preservation of the Soviet model of management
by an education system. Such model can’t be
instantly liquidated therefore elements of
decentralization and democratization have to be
entered gradually. The legislation of Ukraine
proclaims responsibility of the Ministry of
Education and Science, Youth and Sports for
planning of reforms in the higher education. As 

practice shows, real possibilities of the Ministry of
Education and Science, Youth and Sports
considerably concede to objectives and
requirements to quality of their execution
